Project Managers - Job Description
Title
- Project Manager, Capital Investments Division, Dublin
Role and Purpose
- Assist the Capital Investments division with the delivery of departmental projects to authorised budget, time, quality and scope targets by:
- Management of the respective project teams including design teams, and consultants /contractors/suppliers etc.
- Effective utilisation of in-house and external resources.
- Define, develop and manage the scope of capital investment programmes/projects through the early phases of a project by
the effective utilisation of in-house and external resources
stakeholder consultation
- Monitoring & Reporting all aspects of the development of projects within Capital Investment Division.
- To provide advice and assist with the implementation of arrangements required by applicable industry standards, regulations and legislation.
- Implementation of Iarnród Éireann and Capital Investment Division Standards and procedures.
- To provide professional support in terms of management of projects undertaken by the Delivery Strategy Unit within the Capital Investment Division.
Working relationship with
- All staff working within Capital Investments including Programme Managers, Project Managers, Planners, Contracts Managers, Accountants, Task Leaders and Designers.
- Project Support Staff working in the wider organisation, including Signalling, Electrification and Telecoms department, Chief Civil Engineers department, Chief Mechanical Engineers Dept, CIE Group Solicitors, CIE Group Property, IE Procurement Department, IM Operations Department, Railway Undertaking, IT department etc.
- External agencies, including local authorities, National Transport Authority (NTA), Department of Transport (DoT), Commission for Railway Regulation (CRR), utility providers etc.
- External consultants.
- External contractors.
Key Qualities
Essential
- A Building, Engineering, Construction or Project Management degree (level 8 or 9).
- Member of Engineers Ireland or other relevant professional body.
- Minimum of 10 years project engineering experience in a relevant engineering environment.
- Strong leadership, negotiation and interpersonal skills.
- Relevant general management and project management experience.
- Demonstrable ability to manage similar projects.
- Demonstrable ability to produce and manage budgets of similar type and scale projects.
- A full driving licence.
Desirable
- A good working knowledge of Railway Infrastructure, Systems and Operations.
- Experience in the management of complex, multi-disciplinary projects preferably in a railway environment.
- Knowledge of Project Management and Cost Management guidelines for Public Transport Investment Projects and the Capital Works Management Framework (CWMF) forms of contract and Public Works forms of contract, as well as NEC4 forms of contract.
- Knowledge of the Construction Regulations.
- A good working knowledge of applicable National and European safety, planning and environmental legislation.
- Working knowledge of Public Spending Code and National Transport Authority’s Project Approval Guidelines.
- Ability to produce tender documentation.
- Experience and understanding of Safety Assurance processes.
- Demonstrable understanding of good Project Management procedures.

General Management Responsibilities
- Safety: To act as a focus for safety in line with the Capital Investments Safety Management System and to discharge safety responsibilities as outlined by the reporting Manager and Safety Responsibility Statement.
- Engineering: To ensure that all projects are properly authorized and progressed in accordance with IE and CI policy, standards and procedures
- Business: To manage, coordinate and control all projects and related activities for assigned work
- People: To ensure constant communication with all colleagues within Capital Investments and to support the People Management policy within the CI team
Specific Responsibilities
Engineering
- Assist the Delivery Strategy Manager and Strategy & Scope Development Manager, in the development and prioritisation of the capital investments programme.
- Responsibility in your area of control for the delivery of project scope and approvals, the development of concept, feasibility and option selection, early design and procurement phases of projects.
- Responsible for ensuring that projects are managed in accordance with defined project management and control procedures.
- Responsible for the ongoing implementation of appropriate project and contract control mechanisms and for their monitoring and reporting.
- The successful candidate will manage all aspects of the development of the early phases of a project / work package for handover to a delivery unit.
Safety
- You will completely and fully deliver your responsibilities as specified in the Safety Responsibility Statement which accompanies this role.
- Observe and comply with all IÉ, Capital Investments Division and Infrastructure Manager department policies, standards and procedures and facilitate compliance with the Company’s Safety Management System
- Undertake and manage, as appropriate, incident investigations as requested.
- Implement the construction regulations.
- Review on an on-going basis risks relevant to your role including both occupational and asset related risks.
- Ensure that all briefings on Safety are completed with all staff as necessary.
People
- Comply with corporate HR policy and procedures.
- Lead and provide all necessary support to staff to enable the execution of their role.
- Management of internal and external resources to deliver to the agreed scope, programme and as applicable budget.
- Management of project stakeholders to ensure expectations are met throughout the projects.
- Communicate effectively with staff to ensure proper execution of tasks.
Finance
- Ensure approvals are obtained and in place for programme of works.
- Ensure that all project expenditure is properly authorised.
- Plan, monitor and report on all financial aspects of those works for which you are responsible.
- Managing account negotiations and agreement of final accounts with consultants.
- Prepare and manage budgets as necessary ensuring all chargeable and non-chargeable items (person hours) are accurately captured.
- Undertake all activities in line with the Iarnród Éireann governing procurement policies and procedures.
- Support the Delivery Strategy Manager in the preparation of periodic, quarterly interim and annual stewardship reports, identifying:
- Performance against each objective.
- Actual and forecast expenditure against budget.
