  • You can purchase the ticket above using our Journey Planner. Tickets can only be purchased up to 90 days in advance.
  • An allocation of bookings on all InterCity services can be reserved online without a fee for 'Free Travel Pass or valid ticket holders'. When this allocation is fully booked, all remaining seats can be reserved by 'Free Travel Pass or valid ticket holders' for €2.50 per journey.

Senior Project Manager

Senior Project Manager, Delivery Strategy Unit, Capital Investment Division

Role & Purpose:

  • Assist the Delivery Strategy Manager, Capital Investments, with strategy development and project funding.
  • To provide support in the development of Capital Investment delivery strategies including alignment and integration with Iarnród Éireann Climate Action Plans, Rail development strategies and external transport strategies.
  • Coordinate the development of a prioritised strategy and implementation plan.
  • Liaison with stakeholders (internal and external) to identify the current strategy development strands to ensure a coordinated, prioritised and agreed approach.
  • Assist with the commencement, early phase delivery and handover of projects to authorised budget, time, quality and scope targets.
  • Monitoring & reporting all aspects of Delivery Strategy unit projects to assist with the effective implementation of projects within the unit and also their integration within the wider Capital Investments Division.
  • To provide oversight, advice and assist with the implementation of arrangements required by applicable industry standards, regulations and legislation.
  • Implementation of Iarnród Éireann and Capital Investment Division Standards.
  • To provide professional support in terms of management of a portfolio of projects undertaken by the Delivery Strategy Unit

Reporting Relationships:
Reports To:

  • Delivery Strategy Manager, Delivery Strategy Unit, Capital Investments.

Working Relationship With:

  • All members of the Delivery Strategy Unit and members of the Capital Investments delivery units – including Assistant Directors, Transport Planning Mgr, Programme managers, Project Managers, Planners, Contract Managers, Accountants, Task Leaders and Designers.
  • Senior Capital Investment Managers, senior managers within the Railway Undertaking and Infrastructure Manager divisions and the Transformation Manager.
  • External Consultants and Contractors appointed to support and deliver Delivery Strategy Unit / Capital Investment Projects.
  • Project Support Staff working in the wider organisation, including Signalling, Electrification and Telecoms department, CIE Group Solicitors, CIE Group Property, IE Procurement Department, IM Operations Department, Railway Undertaking, IT department etc.
  • External agencies, including Department of Transport (DoT), National Transport Authority (NTA), local authorities, An Bord Pleanála, utility providers etc.

Key Qualities:

Essential:

  • A Building, Engineering, Construction or Project Management degree.
  • Member of Engineers Ireland or other relevant professional body.
  • Minimum of 15 years project delivery experience in relevant engineering environment.
  • Strong leadership, negotiation and interpersonal skills.
  • Relevant general management and project management experience.
  • Demonstrable ability to manage multiple projects in parallel.
  • Demonstrable ability to produce and manage budgets of similar type and scale projects.

Desirable:

  • Experience in the management of complex, multi-disciplinary projects preferably in a railway environment.
  • A good working knowledge of railway infrastructure and systems.
  • Knowledge of Ireland’s Climate Action Plan and transport strategies.
  • Demonstrable understanding of good Project Management Procedures and knowledge of Project Management and Cost Management guidelines for Public Transport Investment Projects.
  • Experience of production and management of funding applications for the National Transport Authority.
  • Experience and understanding of Safety Assurance processes.
  • A good working knowledge of applicable National and European safety, planning and environmental legislation.
  • Knowledge of the Construction Regulations.
  • Experience and knowledge of technical approvals processes for track and signalling.
  • Experience of managing multiple strategic capital infrastructure projects in parallel.

General Management Responsibilities:

  • Safety: To act as a focus for safety in line with the Capital Investment Division’s Safety Management System (SMS) and to discharge your safety responsibilities as outlined by your reporting Manager and Safety Responsibility Statement (SRS). Implementation of the Construction Regulations.
  • Engineering: To ensure that all projects are properly authorized and progressed in accordance with the Building regulations, IE, Infrastructure Manager (IM) and Capital Investment Division policy standards and procedures.
  • Business: To manage, coordinate and control all projects and related activities for your business.
  • People: To ensure constant communication with all colleagues within your area and to support the People Management policy within the IM and CID team.


Specific Responsibilities:

Engineering

  • Assist the Delivery Strategy Manager, in the development and prioritisation of the capital investments programme and the development of Infrastructure.
  • Responsibility for coordination across projects and liaison with stakeholders.
  • Responsibility in your area of control for the management of scope and integration of projects within the wider programme of capital investment.
  • Responsible for ensuring that projects are managed in accordance with defined project management and control procedures.
  • Responsible for the ongoing implementation of appropriate project and contract control mechanisms and for their monitoring and reporting.
  • Responsibility for managing all aspects of Delivery Strategy Unit projects

Safety

  • Implement the construction regulations.
  • Manage project certification under the Commission for Railway Regulation’s APIS approvals, where applicable.
  • Manage project certification under IÉ’s internal safety approvals standard, SMS 14.
  • You will completely and fully deliver your responsibilities as specified in the Safety Responsibility Statement which accompanies this role.
  • Undertake and manage, as appropriate, incident investigations as requested.
  • Review on an on-going basis risks relevant to your role including both occupational and asset related risks.
  • Ensure that all briefings on Safety are completed with all staff as necessary.

People

  • Comply with corporate HR policy and procedures.
  • Managing your team to ensure that responsibilities and priorities are appropriately assigned to achieve your safety objectives.
  • Lead and provide all necessary support to staff to enable the execution of their role.
  • Communicate effectively with staff to ensure proper execution of tasks.

Finanace

  • Ensure approvals are obtained and in place for programme of works.
  • Plan, monitor and report on all financial aspects of those works for which you and your team are responsible.
  • Prepare and manage budgets as necessary ensuring all chargeable and non-chargeable items (person hours) are accurately captured.
  • Undertake all activities in line with the Iarnród Éireann governing procurement policies and procedures.
  • Support the Delivery Strategy Manager, in the preparation of quarterly interim and annual stewardship reports, identifying:
    • Performance against each objective.
    • Actual and forecast expenditure against budget.
