Programme Manager - Capital Investment Division – Iarnród Éireann

Salary – 3A €105,795.22 - €110,297.11 (3yr scale)
Role and purpose:
Iarnród Éireann Irish Rail is driving a major transformation to enhance Ireland’s rail network, with a nationwide capital investment programme focused on expanding passenger and freight capacity. As part of this, IÉ requires a Programme Manager who will play a key role in managing the delivery of major programmes and projects in the development and design stages. Working closely with the Development and Design Director, this hands-on manager will have a proven track record in managing large-scale infrastructure programmes and projects. Expertise in project delivery, programme management, supply chain management, risk mitigation, and value for money outcomes will be essential in navigating the complexities of the extensive and ambitious heavy rail investment programme.
The Programme Manager will deliver programmes and projects associated with the implementation of the IÉ Rail 2050 strategy and with the recently published All-Island Strategic Rail Review, to authorised budget, time and scope by:
- Establishing and managing teams, including delivery partners, for the assigned projects and programmes.
- Developing and delivering the strategy for programme delivery.
- Managing the safety, financial and professional performance of the programme and project teams and partners. This will include the production of performance reports.
- Managing stakeholders to ensure that the projects and programmes deliver in accordance with their needs.

Essential Requirements
- An Engineering, Construction or Project Management degree or equivalent
- Member of Engineers Ireland or other relevant professional body
- Minimum of 15 years project engineering experience in relevant engineering environment.
- Demonstrated general, safety and project management capability appropriate to the role and purpose of the position
- Strong leadership, negotiation and interpersonal skills
- Ability to establish and develop within a project management environment.
- Proven record in stakeholder management (project sponsors, maintainers, operators, funding agencies, local authorities etc.)
- Qualified to a minimum level of bachelor’s degree level in a railway, project management or relevant technical subject
- Effective communication and presentation skills with ability to influence others
Desirable
- Good working knowledge of the rail, transport and construction environments.
