Transport Planner and Economist Job Description
Purpose
- As part of the delivery a €5bn nationwide programme of capital investment projects nationally and regionally, including the Greater Dublin Area, a Transport Planning Analyst is required to:
- Support the Head of Transport Planning to ensure effective delivery, support, and monitoring of a suite of project and programme appraisals in compliance with the Public Spending Code and other relevant sectoral guidance.
- Ensure all statutory and, where relevant, non-statutory consultations are responded to in a timely manner, with the appropriate consultations occurring.
- Support the Head of Transport Planning in the development of transport planning opportunities and ad hoc policy reviews/reforms to enable enhanced rail services, including working with external stakeholders.

Key Qualities (Knowledge, Skills and Experience)
Essential
- Third Level Qualification (transport, strategy, or business degree desirable)
- Detailed understanding and experience executing transport appraisals in line with the requirements of the Public Spending Code and relevant sectoral guidance, or in line with another comparable international appraisal guidance
- Good working knowledge of the rail, transport, and public sector environments in Ireland
- Highly numerate and comfortable managing budgets
- Strong communication skills
- Ability to manage multiple stakeholders inside and outside the organisation.
- Ability to manage and deliver to multiple project deadlines simultaneously
- An ability to analyse complex information, applying commercial judgement
- A broad knowledge of the organisation, its structure, and various activities.
- Team Membership and Leadership Skills
- Comfortable presenting to senior managers

- Experience in a transport planning function (incl. experience using transport modelling tools)

Responsibilities
- Work with the Capital Investments project delivery teams to ensure the delivery, support, and monitoring of a suite of project and programme appraisals in compliance with the Public Spending Code and other relevant sectoral guidance.
- Ensure all statutory and, where relevant, non-statutory consultations are responded to in a timely manner, with the appropriate consultations occurring.
- Support the Head of Transport Planning in the development of transport planning opportunities and ad hoc policy reviews/reforms to enable enhanced rail services.
- Maintain and update the Capital Investments appraisal programme tracker and consultations tracker
- Prepare relevant documentation as required to support senior management in their duties at external events
- Attend internal and external meetings as required, representing the Transport Planning dept.
- Support the Infrastructure Manager and Railway Undertaking in executing appraisals as required
- Working effectively with peer functions such as Delivery Strategy, Delivery teams (DART+, Cork Area Commuter Rail, and Network Enhancements), Finance, and Programme Integration to execute outcomes from the Transport Planning department.
- Demonstrating good interpersonal skills and the ability to work with, and relate to, people with different working styles.
