Head of Strategic Workforce Planning
LOCATION: CONNOLLY STATION, DUBLIN
SALARY: 4A €88,508.78 - €91,786.86
Iarnród Éireann (IÉ) is seeking applications from suitably qualified candidates for the position of Strategic Workforce Planning Manager. The Strategic Workforce Planning Manager is an exciting new role to help shape and secure sufficient workforce resources to enable Iarnród Éireann meet and deliver public train services now and into the future, and to plan resources needed for the decade of investment in railway projects planned.
The successful candidate will have responsibility for preparing and keeping an updated consolidated Strategic Workforce Plan for the organisation, that meets the futures needs of all areas of Iarnród Éireann. This role will report into the Head of Organisational Development working alongside with the Director Human Resources.
The role will be offered on a fixed term contract basis initially with potential for permanency. Performance measures set and reviewed, by the Head of Organisational Development.
Key responsibilities will include
- Prepare a consolidated Strategic Workforce Plan for IÉ, by working with all areas of the business , maintain and update annually as the key driver of workforce decision making and input to the 5-Year Business Plan review process
- Analyse the current workforce, forecast how it is likely to evolve, attain a clear understanding of business requirements over the short, medium, and long term and develop into a consolidated corporate Strategic Workforce Plan
- Develop a strategic workforce planning unit within the Directorate of Human Resources and build subject matter competence across the organisation
- Evaluate the current demographic workforce and to future-proof our resources to ensure positions new and existing are aligned to the business requirements and corporate HR Policies
- Lead implementation of the Strategic Workforce Plan, agreeing, prioritising and driving actions, working in collaboration with business colleagues across the organisation
- Monitor performance, develop and apply corrective actions
- Carry out market analysis, monitor workforce trends in Ireland and internationally, interpret and develop proposals for potential application to IÉ to add value
- Develop relationships and alliances with industry stakeholders for shared learning and progression of items of common interest and to enhance IÉ reputationally

Requirements and Skills
Essential Requirements
- Degree in Human Resources, Data Analytics, Business Studies or a related subject
- A minimum of 5 years’ experience managing in a senior workforce planning role for a large organisation (1,500+ employees) with a multi-functional workforce
- 10+ years progressively working in such a field or the wider human resources area
Desirable Requirements
- Strong commercial acumen with the ability to interpret data and build complex plans that balance workforce requirements with financial and wider corporate objectives
- A passion for creating a diverse and inclusive workforce that is representative of society
- Experience of working in a Trade Union environment
- Good knowledge of the workforce trends in Ireland and globally
