DART+ Quantity Surveyor

The DART+ Programme is a transformative railway project, which will modernise and improve the existing rail network, which radiates from Dublin City Centre. It will provide a sustainable, electrified, faster, reliable and user-friendly rail system, which increases train frequencies and customer carrying capacity.
The cumulative network effect of DART+, subject to Government authorisation and funding, will increase customer capacity from circa 26,000 customers per hour per direction to circa 52,000 passengers per hour per direction, with capacity to increase to a peak of 70,000 passengers per
Key Responsibilities:
- Contract Management – Oversee the full lifecycle of contracts from tendering through to project completion, ensuring compliance with procurement policies and contractual obligations
- Cost Planning and Budget Control – Prepare, review, and update project budgets, ensuring cost-effective delivery while maintaining high-quality standards
- Risk Assessment and Mitigation – Identify, analyse, and quantify project risks, updating the Risk Register and implementing strategies to mitigate potential financial and contractual risks
- Change Control and Cost Monitoring – Monitor and report on project costs, including variations and claims, ensuring compliance with Iarnród Éireann’s change control procedures
- Tender Documentation and Bills of Quantities – Prepare and review bills of quantities, ensuring all contract documentation is complete, accurate, and aligned with project objectives
- Stakeholder Collaboration – Work closely with project managers, commercial teams, and external consultants to optimise cost efficiency and contractual performance
- Financial Reporting – Ensure timely and accurate financial reporting, comparing planned versus actual costs and recommending adjustments where necessary
- Procurement Oversight – Ensure compliance with public procurement regulations and the Public Works suite of contracts
- Final Account Negotiation – Manage contract closeout procedures, including the negotiation and settlement of final accounts.
Essential Requirements:
- A degree in Quantity Surveying, Construction Economics, or Construction/Project Management and/or Chartered Quantity Surveyor (MRICS or SCS) accreditation
- A minimum of seven years of relevant experience in commercial management within large-scale infrastructure or construction projects
- Strong commercial and contractual awareness, with experience in both pre- and post-contract duties
- Proven ability to administer and manage construction contracts, with in-depth knowledge of Public Works contracts and other standard forms of contract (CWMF, RIAI, IEI, FIDIC, NEC)
- Experience in construction dispute resolution, including conciliation, arbitration, and adjudication
- Demonstrated ability to prepare and manage bills of quantities, tender, and contract documentation
- Strong leadership, negotiation, and interpersonal skills
- Experience managing change control processes in large-scale projects
- High level of IT proficiency, particularly in Microsoft Excel and other relevant project management tools
Desirable Skills:
- Experience in budget management and cost forecasting for large infrastructure projects
- Previous experience in railway or transport infrastructure projects
- Membership of a relevant professional body
