Project Manager – Scope and Development
Role: Project Manager – Scope & Development, Delivery Strategy Unit, Capital Investment Division, Dublin.
Our CI Division, Inchicore, encourages expressions of interest for the position of Project Manager (Scope & Development). The chosen candidate will become an integral member of the DSU team, vital to the completion of the growing number of exciting projects identified under our 2050 strategy.
Iarnród Éireann is building for a future which will see the role of our rail services maximised in meeting the transport needs of the communities we serve, and the wider economy and environment. Supported by the National Transport Authority, and funded under Project Ireland 2040, we will invest in trains, infrastructure, stations and customer service as part of the National Development Plan. The successful applicant will be engaged through a fixed term contract with the possibility of permanency, subject to business requirements.
Responsibilities in Brief
- Assist the Delivery Strategy Manager and Strategy & Scope Development Manager with the delivery of departmental projects to authorised budget, time, quality and scope targets through the effective management of the respective project teams including design teams, consultants /contractors/suppliers etc. with focus on effective utilisation of in-house and external resources
- Define, develop and manage the scope of capital investment programmes/projects from the early phases of a project through the effective utilisation of in-house and external resources and stakeholder consultation
- Monitoring & Reporting on all aspects of the development of projects within Capital Investment Division
- To provide advice and assist with the implementation of arrangements required by applicable industry standards, regulations and legislation
- Implementation of Iarnród Éireann and Capital Investment Division Standards and procedures
- To provide professional support in terms of management of projects undertaken by the Delivery Strategy Unit within the Capital Investment Division.
Essential Requirements
- A Building, Engineering, Construction or Project Management degree (level 8 or 9)
- Member of Engineers Ireland or other relevant professional body
- Minimum of 10 years project engineering experience in a relevant engineering environment, including demonstrated project management experience
- Strong leadership, negotiation and interpersonal skills
- Relevant general management and project management experience
- Demonstrable ability to manage similar projects
- Demonstrable ability to produce and manage budgets of similar type and scale projects
- A full driving licence
Desirable Requirements
- A good working knowledge of Railway Infrastructure, Systems and Operations
- Experience in the management of complex, multi-disciplinary projects preferably in a railway environment
- Knowledge of Project Management and Cost Management guidelines for Public Transport Investment Projects and the Capital Works Management Framework (CWMF) forms of contract and Public Works forms of contract, as well as NEC4 forms of contract
- Knowledge of the Construction Regulations
- A good working knowledge of applicable National and European safety, planning and environmental legislation.
- Working knowledge of Infrastructure Guidelines and National Transport Authority’s Project Approval Guidelines
- Ability to produce tender documentation
- Experience and understanding of Safety Assurance processes
- Demonstrable understanding of good Project Management procedures.
