Senior Project Manager - Manager PMO team
Senior Project Manager, Delivery Strategy Unit (Manager PMO team), Capital Investments (CI) Division.
Role & Purpose:
- To manage the PMO team who provide professional support and assistance to the CI Delivery Units in terms of project management delivery guidance, project controls, programme, project & executive level reporting, project governance & assurance.
- To lead the coordination and review of executive, advisory group and board level approval requests.
- To support the implementation of programmes / projects including the development of procedures, guidelines and templates to support CI Delivery Units.
- To monitor project compliance and audit programmes / projects as undertaken by the Capital Investments Division.
- To support and assist with audits from external agencies and bodies as required.
- To provide advice and assist with the implementation of arrangements required by applicable industry standards, statutory regulations and legislation.
- To ensure compliance with close out process of CI Delivery Unit programmes / projects.
- To support the coordination and management of independent peer reviews on programmes / projects as required.
- To support the digital transformation rollout in the Capital Investments Division.
- Monitoring & Reporting on all aspects of the development of projects within CI Division.

Working Relationship With:
- All members of the Delivery Strategy Unit and members of the Capital Investments delivery units – including Assistant Directors, Programme managers, Project Managers, Planners, Contract Managers, Accountants, Task Leaders and Designers.
- Senior Capital Investment Managers, senior managers within the Railway Undertaking and Infrastructure Manager divisions Procurement, CIÉ Group I
- National Transport Authority as necessary.
- External Agencies as necessary.
- External consultants.
Key Qualities:
Essential:
- An Engineering, Construction, Quantity Surveying or Project Management degree.
- Member of Engineers Ireland or other relevant professional body
- Minimum of 15 years project delivery experience in relevant engineering environment.
- Strong leadership, negotiation and interpersonal skills.
- Relevant general management and project management experience for projects, programmes, and systems of a similar complexity and size.
- PMO and project controls experience in a similar environment.
Desirable:
- Have knowledge of Government transport policies and project delivery compliance procedures
- Proficient in drafting documents, standards, procedures, guidelines & templates.
- Knowledge of Document Management & Control processes.
- Knowledge of Portfolio, Programme & Project Management software tools.
- Knowledge and understanding of auditing principles and procedures.
- Demonstrable understanding of good Project Management principles and procedures.

General Management Responsibilities:
- Safety: To act as a focus for safety in line with the Capital Investments Safety Management System (Safety Management System) and to discharge your safety responsibilities as outlined by the reporting Manager and Safety Responsibility Statement (SRS).
- Engineering: To ensure that all projects are properly authorised and progressed in accordance with IÉ and CI policy, standards and procedures.
- Business: To manage, coordinate and control all projects and related activities for assigned work.
- People: To ensure constant communication with all colleagues within Capital Investments and to support the People Management policy within the CI team.
Specific Responsibilities:
Engineering
- Assist the Delivery Strategy Manager in providing a PMO that supports the CI Division.
- Ensure Project Management Procedure (PMP) Audits / Gateway reviews are undertaken.
- Manage Independent peer reviews
- Oversee the development of CI PMO support tools for project delivery – guidelines, procedures and templates.
- Manage the transition and rollout of digital tools as required.
- Manage the executive, advisory and board level reporting process.
- Manage the coordination of PMO resources and their efficient use.
Safety
- You will completely and fully deliver your responsibilities as specified in the Safety Responsibility Statement which accompanies this role.
- Observe and comply with all IÉ, IM and CI department policies, standards and procedures and facilitate compliance with the Company’s Safety Management System.
- Undertake and manage, as appropriate, incident investigations as requested.
- Review on an on-going basis risks relevant to your role including both occupational and asset related risks.
- Ensure that all briefings on Safety are completed with all staff as necessary.
People

- Lead and provide all necessary support to staff to enable the execution of their role.
- Management of internal and external resources to deliver to the agreed scope, programme and as applicable budget.
- Management of project stakeholders to ensure expectations are met throughout the projects.
- Communicate effectively with staff to ensure proper execution of tasks.
Finance
- The completion of projects within approved budget.
- Monitoring the multi-disciplinary aspects of all projects, under the control of the Delivery Unit Manager, on a continual basis to ensure they are/will be delivered on time and budget.
- Ensure approvals are obtained and in place for all CI programme/projects of works.
- Ensure that all project expenditure is properly authorised.
- Plan, monitor and report on all financial aspects of those works for which you are responsible.
- Managing account negotiations and agreement of final accounts with consultants.
- Prepare and manage budgets as necessary ensuring all chargeable and non-chargeable items (person hours) are accurately captured.
- Undertake all activities in line with the IÉ governing procurement policies and procedures.
