Safety Executive / Safety Officer - Capital Investments

Role Duties and Responsibilities
- Assist in the development of safety files and risk assessments for all projects managed by Capital Investments.
- Assist in the management and monitoring of all aspects of safety within Capital Investments.
- Assist management with the smooth implementation of Safety Management Systems.
- Monitor implementation and assist with development of safety related training for Capital investments.
- To provide advice and assist with the implementation of arrangements required by safety related legislation.
- Carry out audits of the CI SMS /Contractors for the Capital Investments department
Project Control Responsibilities
- Ensure all projects are accurately assessed from a safety perspective.
- Ensure all safety information is available and up to date for delivery of projects.
- Ensure all contractor safety evaluations/ checks are carried out and records kept.
- Ensure that Permits for Access are issued for all CI projects
Safety Responsibilities
- Identifying the key risk areas under your control and ensure that staff, contractor, consultants and outside bodies comply with relevant company policy, standards and procedures.
- Ensure all direct reports have the required level of competency and are certified accordingly where required.
- Comply with the general duties of Safety, Health and Welfare at Work Act 2005, General Application Regulations 2007 and Construction Regulations 2013.
- Comply with Iarnród Éireann Safety Statement and in particular ensure that facilities, access and egress and plant machinery are safe and without risk to all health, safety and welfare at work of all employees under your control.
- Assist in the preparation of all safety documentation to comply with the general duties of Safety, Health and Welfare at Work Act 2005 and the 2013 Construction Regulations where applicable.
- Ensure that robust safety management systems are in place to support the delivery of all projects managed by Capital Investments.
Essential Qualities
- Comprehensive knowledge and understanding of Irish and E.U. Health and Safety legislation including Construction and occupational safety Regulations.
- Comprehensive knowledge and understanding of Iarnród Éireann operational rules and regulations and instructions.
- Experienced accident/incident investigator
- Comprehensive knowledge and understanding of Company Standards, Departmental Standards and Railway Standards.
- Working knowledge of occupational safety issues.
- Demonstrated capability appropriate to the role and purpose of the position.
- Experience in safety assessment of contractors and in particular the assessment and production of method statements.
- Experience in construction projects.
- Ability to hold and chair meetings on safety issues.
- Ability to work with staff of different backgrounds as part of a team.
- Ability to liaise with other safety executives and managers.
- Knowledge of the approvals processes
- Knowledge and experience in Audit processes
- Demonstrated Safety Management capability appropriate to the role and purpose of the position.
