Learning and Development Manager
Location – Candidate Dependent
Salary – Exec E €67,121 -€77,951 (on a 6-year scale)
Applications are invited for the role of Learning and Development Manager within the Talent Development department, Iarnród Éireann.
Purpose
The Learning and Development Manager will play a strategic role in developing a Learning & Development culture and pathway in support of business priorities and in achieving the Talent Development Strategy. This role is engaged across the key pillars of Learning & Development, Talent Development and Talent Management.
Key Responsibilities
- Delivery of the Learning and Development pillar as contained in the Talent Development Strategy.
- Cultivate a culture of Learning and Development across the organisation through multiple initiatives and channels of communication.
- Working with the Digital Learn team on eLearning and blended learning approaches.
- Collaborating with colleagues on the alignment of L&D with Talent Development, Talent Management and the Early Career Pathway.
- Collaborate with and manage stakeholder relationships to understand skills gaps in relation to key business priorities and lead the creation of learning to improve these.
- Partner with the business, external partners and the Digital Learn team to deliver end to end solution design from workshops through to creation and delivery of learning solutions.
- Significant experience developing blended learning for technical and behavioural skills within a complex environment.
- Lead the delivery of strategic projects in line with Strategy 2050 and emerging strategic priorities.
- Analyse data from a range of reports, systems and feedback loops to identify areas of priority for colleagues learning, development and careers.
- Lead the design, delivery and development of the Leadership pipeline through Supervisory, Management and Leadership programmes and initiatives.
- Conduct market research and lead awareness of trends and priorities within the Learning and Development profession.
- Identifying learning pathways and continuous professional development opportunities as part of succession planning for individuals within the organisation.
- Marketing learning offerings.
Essential
- Minimum of 3-5 years’ experience in a similar role
- Experience in strategic learning and development initiatives
- Experience in the development of leadership programmes and initiatives
- Experience in content design, blended learning and programme evaluation
- Advanced program and change management skills required to implement/execute multiple high-priority, high-visibility projects on time and within budget.
- Advanced proficiency in presenting and facilitating to internal/external groups with varying audience sizes and leadership levels.
- Advanced evaluation and assessment knowledge.

- Experience in obtaining QQI Accreditation for programme content
- Demonstration of personal continuous professional development
- Experience of marketing learning initiatives
- Knowledge of instructional design or qualification in same
- Knowledge of a range of learning methodologies
- Knowledge of progression pathways
- Application of the 70-20-10 model of reflective learning
